Holt woman accused of leaving toddler on a roadway

HOLT — A Holt woman accused of leaving a toddler on a roadway is charged with child neglect without great harm and disorderly conduct.

Okaloosa County Sheriff’s Office deputies arrested Carrie Richburg, 28, Thursday after she allegedly placed a 16-month-old child on a roadway while confronting a homeowner on Haybarn Road.

She then allegedly walked away and left the toddler. After that, he crawled or walked 100 feet, and then went inside a dog kennel.

Deputies responded to 4670 Haybarn Road around 4:30 p.m. after a woman called to say Richburg was at that address making threats.

Richburg appeared to be under the influence of a controlled substance and was cursing loudly at unseen people in trees, according to deputies.

The resident said she told Richburg to get the child, but she refused and walked down the road, according to the report.

When an OCSO sergeant arrived, he said the toddler was clothed only in a diaper and had ants crawling on his skin. Ants had bitten him several times.
