Baker man accused of using puppy ploy to lure children, lewd acts

BAKER — A registered sex offender is accused of fondling a child and taking photos under her skirt after using a puppy ploy to get her over to his car.

The Okaloosa County Sheriff’s Office has charged 64-year-old Kenneth Allen Osborne, of Peacock Road in Baker, with lewd and lascivious molestation, video voyeurism on a victim under 16, and intentionally masturbating in the presence of a victim under 16.

The 11-year-old victim and her 13-year-old brother say Osborne showed up at their Baker home around 8:20 p.m. June 24 and asked if they were missing a black and white puppy.

The children said they found all their puppies but one, and Osborne said he had it and would bring it back over, according to an OCSO arrest report.

When he returned, he convinced them to come over to his SUV to look at and pet a dog he brought with him; the children said Osborne then touched the female on the buttocks and put his hand down his pants and moved it around, according to the report.

They said he also put a camera under the girl’s skirt and she heard two clicks.

The OCSO obtained a search warrant for Osborne’s residence. Inside his vehicle they found a small camera, which showed two attempts to take pictures during the timeframe when the incident took place, according to the report.

The pictures showed the inside crease of the car door and the bottom of the door.
