Council approves plans to help Crestview grow

CRESTVIEW — The City Council heard the first reading of an ordinance on Monday night that could possibly add several new residences to the area.

The ordinance deals with a proposed 48 acres located near the intersection of Valley Road and East First Avenue. A small home, constructed in 1956, currently sits on the property, but the proposed plans call for the removal of the older home to make way for 96 new townhomes and 26 two-story apartment buildings. The apartment buildings would total 208 separate units.

This is not the first time the ordinance has been brought to the council. The most recent occurrence of the motion was given to council members in late June.

The ordinance has been brought before the council twice before as part of a comprehensive plan amendment cycle. The cycle had a total of three different properties that were proposed to have new residences built on them.

Due to complications, the cycle cannot be adopted as a whole. City staff then decided to bring the ordinance for the possible homes on Valley Road before the council for separate adoption.

“The other two had to be pulled out, outside of the city’s control,” said Senior Planner Stephen Schoen.

The separate ordinance was adopted on first reading and now moves to a second reading. The other two property ordinances are still in the works, according to City Manager Tim Bolduc, but the city was asked to hold off on bringing them to the council until some work could be done.

In other business, the council also approved the annexation of two properties into the city. The properties previously sat just outside of city limits. The annexation is part of the waiver fee approved by the city council earlier this year. Owners of the property will now be allowed to use city utilities.

The council also set a tentative millage rate of 6.9466 and scheduled a budget hearing for Sept. 5 at 6 p.m., with a final meeting to be held on Sept. 23 at 5:30 p.m.
